RIC™ was created in 2002 (portal www.russiansinthecity.org launched in 2007) and is run by Ksenia Bobkova (see photo below, on the left) and Julia Zagonek (on the right), together, the Presidium.

Ksenia Vladimirovna and Julia Vladimirovna were born on the same day, met as students, and both are lawyers.
